I think you will find that the clean air acts '1956, 1968' encouraged the reduction of sulphur dioxide Emission (produced by burning coal).

Some older and smaller mines where closed by Wilson's government owing to environmental legislation, poor yields and poor quality coal. Increased risks posed by older/deeper mines where also considered in the Wilson pit closures.

The coalfields that Thatcher closed where highly productive and produced high quality caol, the men below worked long hours in awful conditions. This gave many of the men that worked there pride. there communities where strong and there links to British society where well founded and well earned.

Thatcher closed them in an act of foolishness. The unions had grown too powerful but thatchers vengeful closures where devastating. This is the non party political TRUTH.
